This article will clarify the types of resilience hubs, defining each type of hub, suggested resources, and organizations, with the hope that more neighborhoods will adopt a resilience approach, creating more micro-sites and greater preparedness for communities.

A resilience hub is a place that can shift into emergency mode after a disaster to support communities.  It is a place where people can rely on basic needs and coordination, such as cooling, charging, information, supplies, distribution, and navigation of the recovery process.

They evolved over time as cities and communities realized that disaster recovery required a structured emergency response to fill gaps in centralized systems, highlighting the importance of trusted local places.  In the last 10 to 15 years, more cities and non-profits began using the term “resilience hubs” and building programs around them, with many focused on extreme heat, power outages, storms, and equity-focused climate planning.

Resilience hubs have evolved in their capabilities.  They are less about a single facility and have begun to focus on three aspects: the physical place, the people/partnerships and their functions.

Mico-resilience hubs have the same capabilities but are right-sized for smaller footprints, faster deployment, and neighborhood level reach. They are generally closer, easier to staff, less intimidating, more resilient as a network and more equitable.  A network of smaller hubs turns preparedness into something practical and reachable for everyone… my goal.

The Physical Place

A resilience hub starts as a trusted place with enough space and basic infrastructure to serve people, which is upgraded to stay useful during disruptions.

The physical place is an anchor, not a “perfect” building, rather one that is reliable, accessible and located outside of immediate threats of water.  It is a location that the community already knows and trusts.

The location is walkable and close to residents, especially seniors, families and those without vehicles.  It is safe, familiar and easy to find, with clear signage, known hours and staff.

It has a flexible interior space that can shift uses easily, incorporating supply distribution, check-in areas, and supply storage.  The interior space is scalable – restrooms, handwashing, tables/chairs, lighting, and ventilation. It also has accessible ADA entrances, restrooms and amenities.

The facility should be upgradable over time with resilience features.  This includes backup power, either solar/battery or generator, reliable Wi-Fi/internet/satellite, and a way to stay open during outages to maintain lighting, charging, and refrigeration.

  2. Schools and Campuses
  3. Community Centers
  4. Recreational centers
  5. Faith based facilities
  6. Housing community rooms
  7. Cultural centers

 

The People and Partners

The hub is more than just a safe, known building.  The operating team, partnerships, and network are key to making the building useful.  A hub fails without clear ownership and succeeds when roles are simple and assigned.

The hub owner and operator are the organizations that control the site.  This can be a community center, a library system, a school, a faith-based organization, etc.  This group is responsible for access, keys, basic rules, and day-to-day operations.

The activation lead is the decision maker.  This can be the facility leader, city emergency management, or a designated non-profit partner.  The person/team is who coordinates the response.

The service partners provide support and capability to the hub.  They bring services, supplies, staffing, and referrals.  They can include public health groups, non-profits, food pantry partners, medical partners, social service partners and more

The community connectors are a vital, trust layer.  They are the neighborhood leads, block captains, tenant leaders, pastors, youth organizations, etc.  They help with outreach, language access, rumor control, and real-time needs.

Vital to the success of a hub is to make roles clear.  Who opens the hub?  Who staffs the hub?  Who brings supplies?  Who communicates updates?  Who closes and resets the hub?

Examples:

  1. Local government (emergency management/public health)
  2. Non-profits
  3. Mutual aid groups
  4. Facility Owners/Operators (library systems, school districts, etc)
  5. Utilities/telecom partners
  6. Healthcare and social services partners
  7. Community leaders

The Function

The functions of the resilience hub are what you promised to the community.  Every resilience hub cannot be all things for all people.  Choose 3 to 5 core functions, build the staff and supplies needed, and expand over time.  The smartest hubs pick a core set of values and do them well.

  1. Information and communication – for trusted updates, multi-lingual information, printed fliers and rumor control
  2. Charging and connectivity – for phone charging, Wi-Fi, Satellite access, device support, and basic technology help.
  3. Basic Comfort – For providing a safe indoor space during hot or cold weather extremes, water, seating and restrooms
  4. Basic supplies – For the distribution of water, shelf-stable food, hygiene kits, diapers, PPE, and clean-up supplies.
  5. Check in – to help refer people to find shelters, clinics, transportation, benefits and recovery resources.
  6. Medical support – for nursing visits, first aid station and mobile clinic coordination
  7. Respite – These are quiet spaces for seniors, families and people with disabilities
  8. Recovery navigation – For documentation assistance, forms, referral lists for contractors, etc.
  9. Care navigation – For insurance/FEMA style recovery navigation, case management and referrals
  10. Volunteer coordination – For staging areas, sign-ups, task assignments, and disembarkation.
  11. Community Training – This should be year-round preparedness workshops, CERT trainings, and mutual aid.

When the 3 pieces come together, the community gets something bigger than just a building.  They get a reliable, local lifeline that works both in everyday life and in crisis.  Information moves faster and is more trusted.  Vulnerable residents are identified and supported sooner.  Basic cooling and warming, charging, supplies and referrals are met closer to home.

Instead of waiting for help to arrive from the outside, neighbors have a coordinated was to check in, share resources and stabilize the situation until larger systems catch up.

The result is fewer emergencies becoming catastrophes, faster recovery, and a stronger sense of safety and connection long after the event has ended.
